Even when change or interruption of circumstances, there is a continuous [cause and effect relationship] connection between memories and conditioning

Your actions can be dictated by past impressions/trauma.  A change in circumstances may interrupt old/negative habits, but the effect is only temporary.  This is because memory and habits share the same space.

Past evets, then, can weigh heavily on present actions.  When a samskara is triggered, it can stir up old patterns of behaviour/resurrect old negative habits.
